Assam is among the best when it comes to managing Covid-19 crisis. Proactive and innovative measures taken to manage the pandemic in Assam are referred to as ‘Assam Model’. Samir Sinha is the architect of ‘Assam Model’ of Covid management, even before the virus reached the state.

He has introduced several reform measures to bring more transparency in governance at the top level. State’s first e-Budget – also nation’s first – was also presented under his guidance. He has played a pivotal role in the implementation of loan waiver scheme ‘Assam Microfinance Incentive and Relief Scheme’. Under this scheme, relief has been provided to all borrowers to the extent of loans from up to three lenders and for a loan amount of up to Rs.1.25 lakh.

He is also the harbinger of doorstep delivery of citizen services in the state, when during early 2000s, he as the District Collector of Kamrup District, set up Community Information Centres to reach the unreached.
